INTERGRATED WASTE MANAGEMENT PLAN

BACKGROUND
The Department has submitted a draft Integrated Waste Management Plan (IWMP) to DENC for review. The Department of Environment and Nature and Conservation is competent Authority to grant approval in 5 years when the IWMP is received.
Legislative framework
The National Environmental Management, Waste Act, Act 59 of 2008 makes provision for the following:

• Chapter 3 section 11 4a (i) states that every municipality must submit its IWMP to the MEC for approval and further more:
• Chapter 3 section 11 4a (ii) states that every municipality must include the approval IWMP in its integrated development plan (IDP) as contemplated in the chapter 5 of the Municipal Systems Act approval by Council.

This is to ensure that the approved IWMP is included in the municipal IDP, the goals and targets contained in the IWMP are prioritized and that Council will implement the IWMP. Further it is to ensure that waste management services are streamlined with other services such as water and sanitation, housing and electrification.
